Society Handicaps

Background

At the Mid-Kent meeting, after general discussion, it was agreed to put a motion (see end of message) to Members for  voting at the forthcoming AGM.

It was further agreed that Members should have the right to vote by proxy if unable to attend the AGM.

Proposal

The proposal is that all Members should in future play off an Official Society Handicap.      See  Motion at bottom.

Facts

1)      The current system is the LOWER of the players Club or  Society Handicap.

2)      Two to three handicap changes per meeting  to keep club members society handicap inline with or below current club handicap.

3)      Society and club handicaps are subject to the Council of National Golfing Union (CONGU) Unified Handicapping System.

4)       The Society Handicap is maintained by

a.        software using CONGU rules. 

b.        The version used by the society is written, published  and maintained by Handicap Master and registered to Lloyds TSB London & South East Golf Society.

c.         All Handicaps are reduced on  a standard  scale

d.        Handicap increases are awarded on a standard formula but the increase varies in three bands:

                                                                i.      0 – 12    0.1 per round

                                                              ii.      13 – 19  0.2 per round

                                                             iii.      14 – 28  0.3 per round

e.        This rule only applies to organisations who play less than one competition per month.

5)      Golf club handicaps are maintained by

a.        software using CONGU rules.

b.        There are a small number of authorised software packages including Handicap Master

c.         All Handicaps are reduced on  a standard  scale

d.        Handicap increases are awarded on a standard formula  with increases of 0.1 per round.

6)      Club Handicaps are basically an indication of a player’s best golf primarily at his/her home course

7)      Statistics prove that the majority of club golfers score less well when playing Away from home.

8)      Society  Handicaps are an indication of a player’s ability on all courses played.

9)      Members  wishing  to play off a Lower Handicap  may do so by advising the Handicap Secretary or Meeting Organiser before commencement of Play.

Effect of Changes

1)      A new post of Handicap Secretary will be created at the AGM.

2)      Less manual changes to society handicaps.

3)      Club members play on a par with non Club members

4)      All handicaps maintained in the same way

5)      Members wishing to use the old system can be accommodated within the rules.

6)      More enjoyable golf.

I present the motion below as I am strongly in favour of the proposal  which I believe will put all members on a level footing. If I have not fully presented counter arguments then feel free to add comment either by email/letter BEFORE 30TH SEPTEMBER 2011 or preferably by attending the AGM and stating your case as all comments will be fully discussed at the AGM.

MOTION:

It is proposed that with effect from 2012 members will play off a SOCIETY HANDICAP calculated by the Handicap Secretary in accordance with the Society’s Handicap Master programme.
